State Emergency Operations Plan

This is the Kentucky Emergency Operations Plan (KyEOP) as called for by KRS 39A.050 (2) (c).

Annexes to the KyEOP are functional and expand upon the concept of operations contained in the basic plan. Annexes provide information on specific responses for agencies of government and define their responsibilities.

The Standard Operating Procedures (SOPs) required for the implementation of the KyEOP are not included in this document because of their voluminous nature. SOPs are the detailed operating procedures of departments and agencies and are maintained by those departments and agencies.

This plan, including updates, remains in effect from the time it was adopted until the Governor issues an Executive Order stating it is no longer valid.

Listed below is the current Kentucky Emergency Operations Plan.  This plan is listed by Basic Plan and by Annex. Each Annex is complete with all Appendicies and Tabs.  Each Annex is in pdf format.
