Emergency Management Assistance Compact ~ EMAC

EMAC, Emergency Management Assistance Compact, is a national Governor’s interstate mutual aid compact that facilitates the sharing of resources, personnel and equipment across state lines during times of disaster and emergency.  EMAC is formalized into law by member parties. (Click to read KRS 39A.950)

EMAC does not replace federal assistance, but can be used alongside federal assistance or when federal assistance is not warranted. Requesting resources is made at the discretion of the impacted state. Responding to a request for assistance is at the discretion of non-impacted states.

Which States Belong to EMAC?
 

Since being approved by Congress in 1996 as Public Law 104-321, 50 states, Puerto Rico, the US Virgin Islands, and the District of Columbia have ratified EMAC. The only requirement for joining is for a state's legislature to ratify the language of the compact. States are not required to assist other states unless they are able.

 

What Types of Emergencies Can Use EMAC?
 

EMAC has been used in wide variety of instances.  In general terms, EMAC can be used for ANY capability that one member state has that can be shared with another.
