Local Emergency Planning Committee (LEPC)

Description: Local Emergency Planning Committees (LEPC) are created as part of the State Emergency Response Commission for the purpose of preparing Counties and Local Communities to respond effectively to the release of hazardous substances.
Requirements: The LEPC will establish a 24 hour warning point for each County in order to receive and track reports on the release of hazardous substances.

Timelines and Deadlines: Annually – 1 April submit Tab Q-7 Plan Certification Letter to KERC
Annually – 1 May submit request for KERC Grant

Reporting Requirements: To remain eligible for KERC support Grants the following must be reported annually:
- Hazardous Plans shall be up to date and approved through the KERC
- The LEPC must meet twice during the calendar year with Extremely Hazardous Substances (EHS)
- The LEPC must meet once during the calendar year if they do not have any EHS
- No later than 1 Dec each year the LEPC will send its updated membership list to the KERC
- Publish a “Public Legal Notice” of meetings during the year
- Annually update list of equipment purchased with KERC funds
- Annually report the LEPC’s expenditures
