Michael Dossett was appointed as the Director of the Division of Emergency Management in 2014.  He has served in Kentucky state government since 2004.
Mr. Dossett began a professional career in law enforcement in 1975, then joining the Louisville Division of Police in Louisville, Kentucky.  He served with the Department for 29 years, leading commands in Divisions for Patrol, Major Crimes, Narcotics and Special Operations.  He retired as an Assistant Chief of Police in 2004.
Director Dossett has related experience in the fields of homeland security and crisis management, having previously served as the coordinator for the Office of Homeland Security for the Louisville Metro Police Department.
Following retirement, Mr. Dossett joined Kentucky state government and served as the Deputy Commissioner of the Kentucky Department of Juvenile Justice from 2004 to 2008.  During his tenure, he led an agency reorganization and was cited for creating best practices in the adoption of a state-wide substance abuse program for adolescents and for technology innovation.

Michael Dossett began a career with the Division of Emergency Management in 2009 as a Regional Response Manager.  He continued service as the Division Logistics Chief in 2011 and held this position until his retirement in 2013.
During his tenure at KYEM, Mr. Dossett also served as the Private Sector Program Coordinator.  In this position, he developed a nationally recognized best practice model for the integration of public-private partnerships and alliances in disaster response.  The model includes the concept design of the Private Sector Virtual Business EOC.  In 2015, Mr. Dossett was selected as the first recipient of the National InfraGard Award for Public-Private Sector Innovation presented in Washington, DC.

Michael Dossett serves as the Chairman of the Central U.S. Earthquake Consortium.  He led the multistate operational group in the development and implementation of a regional information sharing portal cited by DHS Science & Technology and FEMA as a best practice in technology integration.  He also serves as the Chair of the Kentucky Emergency Response Commission. 
Director Dossett serves in numerous capacities with the National Emergency Management Association, including Co-Chair of the Resilience Committee and Chair of the Technology Subcommittee.  He also serves as a member of the NEMA Homeland Security Committee, Legislative Committee and as a member of the DHS State and Local Intelligence Council. 

Mr. Dossett holds related FEMA certifications, accreditation as a Master Exercise Practitioner and is also certified as a police instructor for the Kentucky Law Enforcement Council.  He attended the University of Louisville and the Southern Police Institute.
